For the past 16 years, Geoff has played a big part in the evolution of Kingsway from a sleepy retail strip into one of Melbourne’s most vibrant entertainment and dining precincts.
He has been the driving force behind the development of the Glen Waverley Master Plan and the Glen Waverley Structure Plan. Through this strategic work and consultation with residents and traders, he has led the delivery of Council’s vision for Kingsway and the Glen Waverley Activity Centre.
Kingsway is a great place but it has the potential to be even better. There are things we need to improve like inadequate parking and untidy shops. We are now ideally poised to create a thriving activity centre without comparison in Melbourne.
Geoff’s 10 point plan to transform Kingsway:
1. Remove kerbside parking on Kingsway
2. Widen footpaths to promote outdoor dining
3. A new 800 to 1,200 car park in the heart of Kingsway (behind Mocca Jo’s)
4. Keep all car parking FREE
5. Build Australia’s best municipal library and community hub – six times bigger than the existing one
6. Make Kingsway smoke free
7. Clean up Kingsway – get rid of the tackiness and grot
8. New lighting, paving, street furniture and plantings to create a unique sense of place
9. Establish a town square (the size of the City Square in the CBD) on part of the Central Car Park site
10. Improve the mix of shops and restaurants

I regularly receive complaints from residents about the tacky and grotty presentation of some parts of Kingsway. Council has been working to address this by partnering with traders to expand waste collection services in Kingsway such as by implementing a free cardboard recycling program for traders. As part of Council’s endorsement of my plan to transform Kingsway, Council is currently preparing a suite of design guidelines for the redevelopment and rejuvenation of Kingsway. This will provide a major facelift for Kingsway to transform it into an iconic destination for outdoor dining, cafes and vibrant activity. There is an opportunity to transform Kingsway to create Melbourne’s best outdoor dining precinct. Council is proposing to remove the existing 99 kerbside car parks on either side of Kingsway and replace this with widened footpaths to promote an amazing outdoor dining experience throughout the strip. Council has a proud track record of facilitating catalyst projects in Glen Waverley to encourage growth of the centre. At the August Council meeting, Council supported my and Cr Drieberg’s recommendation to express concern that the state government’s smoking reforms fall well short of the Monash community’s expectations. This is because the proposed reforms fail to prevent smoking in outdoor drinking areas and create various loopholes which might be exploited to allow smoking in outdoor dining areas to continue.
