Agenda papers
The agenda for the coming Council meeting to be held on Tuesday, 28 January 2014 is now available here. The meeting begins at 7.30 pm at the Monash Civic Centre at 293 Springvale Road, Glen Waverley. The meeting is open to the public.
Key reports to be considered by Council at the meeting are summarised below.
Community Development and Services:
- A recommendation that Council commence the 2014/15 Community Grants Program.
- A recommendation that Council award the management tender for its golf courses to ClubLINKS Pty Ltd (this is change from the current provider).
Infrastructure:
- A recommendation for Council to approve the temporary relocation of Monash Medical Centre’s helipad to Fregon Reserve in Clayton during a period of construction at the hospital.
City Development:
- A recommendation to translate Council’s existing residential zones into the new residential zones (a policy neutral translation).
- A recommendation that the draft Avendon Estate Cypress Windrow Management Plan (i.e. a row of large trees in Glen Waverley) be endorsed for public consultation.
Committee Reports:
- A recommendation to appoint five members to Council’s Disability Consultative Committee.
Notices of Motion:
- A recommendation from me to make changes to Council’s instrument of delegation to the CEO so as to authorise the CEO to appoint an acting CEO for short periods of time when the CEO will be absent from Council.
My comments
Public question time
There are 12 questions for this meeting. All questions relate to Council’s consideration of a sale of its residential aged care and retirement living facilities. A further question relating to a planning matter was received but is not in an acceptable form to be dealt with at the meeting.
It is expected that all of these questions will be completed within the 20 minutes allotted for public question time.
Aged care
Unsurprisingly, this will be the main item of interest on the agenda.
Unfortunately, this decision will need to be taken in confidential business due to the nature of the information Council will need to consider in making this decision. This is the clear advice of the CEO and is based on appropriate external advice.
However should Council approve a sale, Council will make the following information publicly available directly after making this decision in confidential business given the community interest in this matter:
- the name of the selected provider;
- information about the arrangement entered into between Council and the successful provider; and
- how each councillor voted on this matter.
Residential zones translation
Council is being asked to approve a non-controversial translation of the current Monash residential zones to the new residential zones introduced by the Victorian Government. This is termed a ‘policy neutral’ translation as Council is not proposing any effective change from the status quo policy position.
However, this will only be stage 1 of a broader process. The report recommends a subsequent stage 2 following this initial policy neutral translation where Council will consider the new zones in more detail and consider further schedule changes to achieve desired policy objectives. This will involve further strategic planning work and will include comprehensive community consultation.
